fixing broken windows

this is the sight i pass by each day i go to work. not a pretty sight aye? and this is just for one stretch. i know it is all over the place. it bespeaks of the underlying lawlessness that if left unchecked will definitely make the city one of the undesirables.

i don’t think the city government of lapu-lapu has heard of this – fixing broken windows. or they may have heard of it but may have other priorities. but then again, maybe we need another election before things get cleaned up.

fixing broken windows simply mean fixing things while they are small. it makes sense to me. better to put out a small fire rather than deal with a conflagration.
